About 9.15am ... a 17-year-old Blackett girl was walking along Bolderwood Road at Blackett when she was approached by a man driving a white car.
... the man spoke to the girl briefly before grabbing her by the arm and indecently assaulting her. The girl broke free of the man’s grip and ran from him...
Police would like to speak to a man described as being of Pacific Islander in appearance, about 35 years old ...
Blackett is near Mt Druitt ...
Mt Druitt has one of the highest concentration of people from Pacific Island backgrounds in NSW. Neil Sandall the director of the Mt Druitt Community Health Centre, believes that the rapid rate at which people of Pacific Island background have populated Mt Druitt since 1990 has created problems.
Within the community, it is acknowledged that the youth are entering the juvenile justice system at a very high rate. William Purcell, the Project Coordinator for the NSW council for Pacific Island Communities has identified the major factors contributing to this trend are:
*Domestic violence and neglect
*Substance abuse
*The clashes between the traditions in the Islands and the western influences of Australia
